Job Description

Position Summary

The Operations Supervisor is a working team lead and assists the Manager of Community Services in the day-to-day operations of the Community Services Department. The Community Services Operations Supervisor is responsible for the planning and scheduling of all resources to carry out and maintain municipal facility and park operations.

Responsibilities

Operations

  • Liases with the Manager of Community Services in the planning and scheduling of maintenance and operations in municipal facilities and parks, and keeps the  Manager of Community Services informed of all ongoing activities.
  • Coordinates maintenance tasks within assigned facilities and parks, including physical operations, snow removal, janitorial, fire alarms, and security.
  • Performs general handyperson jobs and repairs in facilities and parks.
  • Assists with training Facility Operators, Parks Attendants and other part-time staff, ensures work is performed in accordance with Health and Safety legislation and standards, and assists with scheduling part-time staff.
  • Assists with ensuring facilities meet required standards and legislation established by agencies such as Ministry of Labour, Ontario Fire Code, Technical Standards & Safety Association and Health Units.

Administration

  • Works and communicates directly with various organizations and user groups, such as minor hockey, baseball and event organizers, to deliver services.
  • Ensures log books for equipment maintenance are completed.
  • Often acts as the on-site point of contact for the municipality with current and potenial facility user groups regarding facility maintanance and operations.
  • Liaises with internal stakeholders, such as municpal staff, library, YMCA and tenants, to ensure facilities are performing to their levels of service.
  • Assists with payroll and other administrative functions, such as invoice processing.

Budget Preparation and Monitoring

  • Assists with preparing the annual operating, equipment and capital budgets by providing project lists and costs based on facility and park conditions and operational needs.
  • Makes purchases as needed to successfully complete a task or project while following purchasing policies and procedures and approvals.
  • Assists with monitoring expenditures in relevant budget areas and looks for continuous improvement opportunities to enhance levels of service.

Community Outreach

  • Investigates and responds to inquiries/complaints from stakeholders, public, suppliers, and contractors.
  • Attends project-specific site meetings and meetings with residents, consultants and contractors.

People Leadership

  • Provides leadership and direction to the Facility Operators and Part-Time Staff along with third party contracted service providers in all aspects of maintenance, construction and related activities.
  • Supervises assigned staff, conducts performance reviews and staff training, equipment vendors, and material suppliers for the daily operations of the various municipal facilities and parks.

Other Responsibilities

  • Acts as an alternate for the Emergency Control Group in the absence of the Director of Community Services and/or Manager of Community Services.
  • Undertakes special projects and performs other duties as assigned in accordance with departmental or corporate objectives.

Qualifications & Experience

Education

  • College diploma in Facility or Parks Operations or a related field of study.

Experience

  • 5 years of progressive experience in facility and park operations or related field, including supervisory, maintenance and repair experience.

Specialized Training & Licences

  • Successful completion of the Basic Refrigeration Certification through the Ontario Recreational Facilities Association, Certified Ice Technician (CIT).
  • Playground Inspectors Certification.
  • Standard First Aid & CPR/AED preferred.

Skills & Abilities

  • Technical experience and knowledge in general repairs, maintenance, and mechanical operations, including HVAC, air conditioning and refrigeration, building controls, electrical systems, plumbing and energy management, turf and grounds maintenance, and snow removal.
  • Working knowledge of the Occupational Health & Safety Act and an understanding of health and safety issues relevant to the operation of equipment.
  • Excellent leadership and organization skills, interpersonal relations, strong oral and written communication skills, and works well independently and as part of a team.
  • Proficient time-management skills and flexibility in adjusting between a variety of duties, responsibilities, and expectations. Able to pivot between jobs quickly and respond to issues based on priority.
  • Computer literacy with the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and the ability to work within a work order ticketing system and payroll software.

Other Requirements

  • Minimum of a valid Ontario class G driver’s license in good standing.
  • Criminal Records Check.
  • Vulnerable Sector Check.
  • Able to lift 22kg (e.g. salt bags, cement bags, garbage, tables, chairs).
